20L tank with 1.7 watts per gal. I,m going to use a fishless ammonia cycle. Going low light plants,(AnubiaBarteri, Anubuas nana's, Java Fern,and Anacharis to start. Can I put in aquarium before cycle is done or do I need to wait? 8 total plants.

plants can go in before, but depending on how much ammonia you're adding, you might have a "silent cycle"

fish/fauna shouldn't go in until after cycling

A low light ,slow growth and small qty of plants will not aid in cycle time but any good bacteria that is on the plants when you purchace them will speed up the time it takes to stabilize the aquarium. Buying extra rock, gravel, wood or filter media from an existing cycled aquarium will also be of great benefit.
